Heartland/Global Payments $499 Infrastructure Fee: What Northeast Ohio Merchants Need to Know

If your June 2026 Heartland or Global Payments statement looked heavier than usual, you weren't imagining it.

Merchant Cost Consulting, BBB complaints, and trade coverage have tracked the same pattern. Heartland / Global Payments raised its Infrastructure Upgrade Fee to $499 on June 2026 statements. That is the latest rename-and-raise in a string of annual charges that have already shown up as "Infrastructure Upgrade Fee" and "Annual Reporting Fee." A further $529 Annual System Enhancement Fee has been reported to stack on top starting October 2026.

For a restaurant in Cleveland or a retailer in Akron, that is not a rounding error. It is a new fixed cost that has nothing to do with how many cards you swiped.

What changed in 2026

Processors have always reserved the right to add program fees. In 2026 those fees are climbing faster, and a lot of merchants feel they got little useful notice.

The Heartland / Global Payments line items keep changing names while the dollar amount stays large:

  • Late 2025: infrastructure / annual reporting fees in the mid to high hundreds
  • June 2026: $499 Infrastructure Upgrade Fee on statements
  • October 2026 (reported): $529 Annual System Enhancement Fee stacking on top

If you only glance at the bottom of the statement for "effective rate," a once-a-year $499 to $529 charge can hide inside a month that otherwise looks normal, then vanish from next month's PDF until it hits again.

Why this hits Northeast Ohio shops

National processors price for a portfolio. A fixed annual fee is cheap to administer and hard to negotiate when you are one merchant among tens of thousands.

Local volume does not protect you. A busy Ohio City restaurant and a quiet Howland shop can both get the same infrastructure line. The fee does not care that your patio season is short or that your debit mix is high.

That is why reading your processing statement matters more now than it did a few years ago. The junk is not only in the rate. It is in the annual line items that never show up in the salesperson's email quote.

How to spot it on your statement

Look for labels that sound like facilities, not card brands:

  • Infrastructure Upgrade Fee
  • Annual Reporting Fee
  • Annual System Enhancement Fee
  • Network Access / Platform / Technology fee (wording varies by ISO)

Then do the math the processor hopes you skip. $499 divided by 12 is about $41.50 a month before you process a single card. Stack a second annual fee and you are paying another fixed bill just for the right to accept Visa.

  1. Pull the last 12 statements, not just last month. Annual fees hide in one PDF.
  2. Ask in writing whether the fee is mandatory, waiveable, and scheduled to rise again.
  3. Calculate your true effective rate including annual fees: total fees divided by total volume.
